People are offering their services as ad clickers

Thats right, people (In this case an Indain 'click syndicate') are emailing publishers running adsense ads and are trying to negotiate pay off for clicking on their ads.
How much longer do we need to hear that pay per click (PPC) fraud is not something to worry about?
